Project Overview

Range Road Landfill is a licensed Type III ash landfill owned and operated by the Detroit Edison Company (DTE). DTE currently dry-stacks coal combustion residuals at the landfill for disposal. As portions of the current disposal area reach permitted elevations to be closed in accordance with DTE’s construction permit and closure plan.

Project Scope

NTH was responsible for reviewing the approved closure drawings and construction quality assurance (CQA) plan to develop bid-level construction drawings and specifications for construction of the final cap for a portion of the landfill. These drawings consisted of detailed grading plans, borrow source evaluation, stormwater management plans, and a soil erosion control plan to be implemented by the contractor during construction. Specifications and estimated quantities were developed in accordance with the CQA plan to ensure the closure construction was completed in accordance with the solid waste permit and applicable Michigan Department of Energy, Great Lakes and Environment (EGLE) and federal Coal Combustion Residual (CCR) regulations.

Due to NTH’s in-depth knowledge of the site’s operations, similar construction project experience, relationship with the DTE and the experience of the earthwork contractor, we have been able to deliver complete landfill closure solutions to DTE that are under budget and ahead of the anticipated schedule. NTH was retained to provide construction document preparation and CQA services for the construction of final cap over a portion of the landfill for multiple phases. We provided comprehensive services to ensure the project was delivered in accordance with the project specifications, on-time, and on-budget.
